NGNuk Chairman's Report No 2.

Since my last update on NGNuk some important activities have taken place. The response to membership applications from Industry has been limited so far, therefore an Executive Seminar has been arranged for 21st June where approximately 60 companies have been invited with the aim of attracting industry to join and participate in NGNuk.

The NGNuk Draft Constitution has had useful input from a few CPs who were not party to the original document. Also, BT has asked for further changes, therefore the 'final final' draft is being put together this week taking all inputs into account. I hope to post it on the website next week.
The executive met for the third time last week and the minutes of that meeting are available below. The meeting was workshop style to enable the Executive to develop the Core Principles that will guide our thinking and approach. The Exec also worked on the work programme structure. Over the last month the NGNuk team have been information gathering in a number of ways:

  1. Firstly we have been continuing our One to One meetings so that we can better understand individual CPs plans and business models. The first phase of this work is now complete. The information gathered will help inform our considerations of priorities and emphasis going forward.
  2. Secondly we undertook an exercise with the NGNuk Executive members to establish their views on the following topics:
    • The Core Principles to be applied to decision making and thought processes in work groups.
    • NGN Interconnect Reference Model Components
    • Key Outcomes of NGNuk desired to support CPs business models
    • What Key Issues must be resolved as we go forward?
    • What are the most important opportunities for co-operation amongst CPs?

The data generated by these activities has been amalgamated and categorised so it can be used at a later stage in analysis and decision-making.

After some discussion it was agreed that to initiate the Work-Streams and Work-Groups it would be necessary to have a group of nominees from the Executive meet urgently to draft a Top Level Reference Model that can be used as an initial basis for discussion.

The executive agreed to nominate members. The Executive, having discussed the gathered data then set about extracting an agreed set of core principles that would guide further discussion. The draft set of Principles is listed below.

The NGN Interconnect Framework should:

  • Protect and enhance end user experience
  • Minimise end user and operator disruption
  • Encourage efficient investment in NGNs
  • Be the interconnect rules for a core set of services that are common between NGNs
  • Encourage efficient routing and network usage
  • Encourage efficient migration from legacy to NGN networks
  • Be cost effective to implement
  • Allow recovery of efficiently incurred costs
  • Enable customer-specific data etc to be portable

In addition to working on the Core Principles we worked on the initial components for the Commercial and Technical Workstreams.

The table below is a simple representation of what was agreed as the initial work-groups of these work-streams.

It is anticipated that some work groups will have short life-spans and others will be needed for some time. It is our intention to flush the most significant issues out early so they can be resolved before becoming roadblocks going forward.

I am pleased with progress so far, however it is important to get the work-streams active and involve as wide a membership as possible. The NGNuk Officers will focus on moving the work-streams forward and the recruitment of new members. Peter McD. Black Executive Chairman
